Nadia Tobia served as Senior Urban Physical Planner with JCCF for the Baghdad 2001 master plan ICDP from 1981 to 1990.

The ICDP included three plans for: central Iraq, greater Baghdad and Baghdad. The ICDP was structured in four parts: preliminary phase for data collection and presentation, phase 1 included the preparation of the three plans,  Regional Frame work (RF), the Greater Baghdad Structure Plan (GBSP) and Preliminary Land Use Plan (PLUP).

Phase 1 was divided into three stages, Stage 1: surveys and research. Stage 2: comprehensive alternatives for development of central Iraq, greater Baghdad and Baghdad and evaluation of the three plans. Stage 3: preparing the three plans including an immediate action plan.

As a member of the core team working with a large international multi-disciplinary team, Ms. Tobia participated in the development of the various aspects of the ICDP project, starting from the inception of the project in 1981.
